REPORTING 1 Veterans Benefits 77.0% 23.0% 99% STATE HIGHLIGHTS Democrats picked up three seats in the House of Representatives that were previously held by Republicans, and for the first

time in decades, they won a majority of the seats in the State Senate. In the 13th Congressional District, covering Staten Island and part of Brooklyn, City Councilman Michael McMahon

defeated Robert Straniere, a former state assemblyman, for the seat currently held by Vito J. Fossella, a Republican. Mr. Fossella decided not to seek re-election after he was arrested this

year and charged with drunken driving; he then acknowledged having an extramarital affair, which had produced a child. In the 25th District, which includes Syracuse, the Democratic

candidate, Daniel Maffei, a former Congressional aide, defeated his Republican opponent, Dale Sweetland, a former county legislator. The seat is currently held by a Republican, James T.

Walsh, who is retiring. In the 29th District, in the state’s Southern Tier, the Republican incumbent, John R. Kuhl Jr., lost to his Democratic opponent, Eric Massa, a former Navy officer. In

all, the Republicans won only 3 of the state’s 29 Congressional seats. In the State Senate, Democrats emerged with 32 of the 62 seats. But the historic shift led immediately to confusion

over a possible mutiny by a group of Democratic senators who have signaled that they might be willing to cross party lines in a fight over Senate leadership. Democratic challengers unseated

longtime Republican Senators Caesar Trunzo in Suffolk County and Serphin R. Maltese in Queens. WILLIAM NEUMAN COMMENTS
