Thousands of Californians whose bank accounts were reduced without notice because of alleged Social Security overpayments will not be told right away that they can challenge the withdrawals,


U.S. District Judge Spencer Williams ruled in San Francisco. Williams granted a request by an attorney for the U.S. Health and Human Services Department suspending, pending appeal, a


portion of his previous ruling that required notice to those affected by the practice since June, 1981. Notices and hearings will continue to be required, however, before future deductions
