WASHINGTON — Langhorne A. Motley, assistant secretary of state for inter-American affairs, will leave for Chile today to discuss with President Augusto Pinochet U.S. concerns about the


absence of progress toward a return to democracy, the State Department said Friday. During his five-day stay, Motley will also meet with other government officials, opposition political


groups, Roman Catholic Church leaders and union and business representatives.
