contains analysis that was produced to inform the judicial review carried out in May 2017 in relation to the benefit cap. The publication details the number of households that were estimated
to be affected by the lower benefit cap in 2016/17. It also includes statistics on UK employment rates and working hours, by household type and age of youngest child in 2015. The
methodology used to estimate households in scope for the lower benefit cap presented in this publication is consistent with the impact assessment for the lower benefit cap published in
August 2016. This is separate from the benefit cap official statistics which provide the actual number of capped households. Labour market estimates are based on the Household Annual
