Its findings of what happened on the night of June 14 2017, which were due in the spring, will now not be published until October. The inquiry admitted the second phase of the process, which
was due to start this year, will not begin until January 2020. The delays mean not one conclusion will have been drawn from the disaster until at least 28 months after the fire in the west
London block which killed 72 people. Survivor Natasha Elcock, chairwoman of Grenfell United, said it was "disgraceful" that the inquiry appeared to have underestimated the
complexity of the evidence. "That we are only finding this out now, when we were expecting the report to be published ahead of the two-year anniversary [of the fire], shows how they
continue to disregard survivors and bereaved through this process," she said. "It took courage for survivors to give evidence in the first part of the inquiry. We put our faith in
[inquiry chairman] Sir Martin Moore-Bick to make change. "Six months after hearing our evidence, the inquiry is yet to make a single recommendation to keep people safe in their
homes." Ignored The inquiry said in a statement yesterday: "Writing the phase one report has proved to be a far more complex and time-consuming task than the inquiry had
anticipated." It said the report will set out exactly what happened on the night. It will also include a detailed description of the response from the emergency services. Ms Elcock
said: "It is survivors and bereaved that fought to get dangerous cladding banned. There is still no change to the stay-put policy, people are living in tower blocks without sprinklers
and social housing residents across the country are still ignored." The fire brigade's "stay put" policy was heavily criticised in the first phase of the inquiry, with
many believing lives could have been saved if residents had been told to evacuate sooner. Cladding used to renovate the building before the fire has been blamed for its rapid spread.
"We want the inquiry and the criminal investigation to get to the truth, but there must be no more delays," said Ms Elcock. Sir Martin is also still two months away from sending
any conclusions to people who are likely to be criticised in the report, in order to give them time to respond before publication, the inquiry said yesterday.
