report has claimed that the Bihar Police fired first. The incident happened during the Durga idol immersion in Munger. The Bihar police have been claiming that the people miscreants fired
first. However, an internal report by the Central Industrial Security Force (CISF) accessed by Zee News says that it was the police who fired first. Zee News has a copy of the report from
the CISF, stating that the Munger Police had fired in the air when the crowd started becoming uncontrollable during the immersion procession. According to the report, "At 11:20 pm on
the night of 26 October, a group of 20 CISF personnel, at the behest of Munger police station, was sent from the camp at the district school for the safety duty of immersion." The
report adds that the state police divided these 20 soldiers into two groups of 10 each. One of these groups along with SSB and Bihar Police personnel was posted at Deendayal Upadhyay Chowk.
During the immersion procession at around 11.45 pm, a clash between the devotees and the local police started. Because of this, some devotees started pelting stones on police and security
forces. To control the situation, the local police fired shots in the air. Because of this, the devotees became more aggressive and stepped up the stone-pelting. The report said that seeing
the situation going out of control, the head constable of CISF M Gangaiah fired 13 shots in the air with his INSAS rifle. Because of this, the fierce crowd dispersed. Later, along with CISF
jawans, SSB and police personnel could return safely to their respective camps. In the internal report of the CISF, this incident has been called aerial fire. This report has been prepared
by the DIG of East Range of CISF situated at Patna. On October 27, he prepared an internal report and sent it to the IG of East Zone and CISF headquarters in Delhi. In this report,
information has been given about what caused the dispute, who was injured, people who lost their lives, and who is responsible for the incident. The Election Commission has handed over the
investigation of the entire matter to the Divisional Commissioner of Magadha, Asangba Chuba. Meanwhile, the Shiv Sena has targeted the Bihar government over the incident of police
lathi-charge on devotees in Munger. Calling it an attack on Hindutva, Shiv Sena leader Sanjay Raut said that if this had happened in West Bengal and Maharashtra, the Governor and leaders
there would have said that the government is anti-Hindutva and would have demanded President's rule. But neither the Governor nor the BJP has questioned the Munger incident. Sanjay
Raut, while taunting Maharashtra Governor Bhagat Singh Koshyari, said that he should talk to the Governor of Bihar and ask whether he has become secular.
