El chapo's family works to build new university in his hometown city

school will be constructed in Badiraguato, Mexico, and is one of three projects the family is looking to launch with Joaquín 'El Chapo' Guzmán's cash that has been seized by

the United States. They will also seek financial assistance from the Mexican government. Mexican President Andrés Manuel López Obrador and El Chapo's mother Maria Consuelo Loera are

expected to perform the groundbreaking ceremony.  'We are hoping that when President López Obrador makes his first visit to Sinaloa he will go to Badiraguato and lay the stone together

with El Chapo's mother, María Consuelo, and work can finally begin on building the university,' family attorney, José Luis González Meza, said Friday. El Chapo's family has

tapped Mexican painter Hugo Zúñiga de Guerrero for the ambitious project. González Meza did not reveal the cost of the university.  Another project will involve the family overseeing the

revival of a chain of affordable food markets that will sell meals at 50 percent below cost. The stores will sell cheap food, coffee, tequila, beer and mezcal. Similar stores had existed

during the days Joaquín Hernández Galicia ruled over the powerful oil workers union. El Chapo's family want the Mexican government to finance the project through two trusts allegedly

left behind by Hernández Galicia. He died in 2013 after spending nine years in prison after troops stormed his home and arrested him on manslaughter and weapons charges in 1989 in what the

government described as a crackdown on corruption. The last plan will develop a pharmaceutical industry which will provide affordable medicine to Mexico before expanding its service

throughout Central America. González Meza claims the family is wanting to 'provide low-cost food and medicine for Mexicans' and is not concerned with making money for themselves.

Both the association and pharmaceutical company will be headed by farmers and indigenous people. 'They will be the future industrialists of this country,' González Meza said. El

Chapo is currently serving a life sentence at a super maximum security facility in Florence, Colorado, where he is kept isolated for 23 hours a day.  United States prosecutors estimated the

co-founder of the Sinaloa Cartel generated generated at least $11.8 billion in cocaine, $846 million in marijuana and $11 million in heroin.  The U.S. government demanded El Chapo pay back

$12.6 billion that he made off drug sales during his 25 years at the helm of the international criminal enterprise.  López Obrador argued in July that assets confiscated by the United States

be returned to El Chapo's home country of Mexico. 'I think that everything that is confiscated and that has to do with Mexico has to be returned to the Mexicans,' the Mexican
